Cornered by mounting scandal and desperate to secure his re-election, Governor Miura crosses the final line: using his syndicate connections to hunt down Kaho and Fujita for information on where the dormant Human Vapor rests, and how to wake him. Once he succeeds, Miura orders a series of staged attacks — including a strike on his own campaign office and a raid on a city homeless shelter — calculating that a terrified public will vote for the incumbent rather than risk change during a crisis he himself is engineering. But Kyoko and Kaho manage to secretly capture footage of Miura giving the order, and move fast to get it out into the world, publicly exposing him as the true architect behind the violence. Abandoned by his own allies and with no way out, a broken Miura attempts to take his own life, only for Kenji to reach him just in time and drag him back from the edge, ending with Miura's arrest and the collapse of the conspiracy he tried to hide behind fear. But the Human Vapor himself, driven purely by orders with no memory or will of his own, is still active and still dangerous — and Kyoko realizes she may be the only person he'll follow anywhere, including into a trap. She lures him into a sealed, ventless vault beneath the old JNT building and locks the door from the inside, choosing to end the threat herself no matter the cost. What follows inside is violent and final: an explosion, and afterward, no trace of either body — only scattered clothing left behind, confirming that the Human Vapor is gone for good, even as Kyoko's own fate is left devastatingly unresolved. The season closes a year later, with a grieving Kenji visiting her grave and, back home, playing the old song that once used to wake Ren from his vapor state — only for a curl of smoke to drift into the room and take shape, unmistakably, as Kyoko herself, leaving her true fate, and the door to a second season, wide open.
